do referals usually appear right away under your account or do they only appear if they did an offer?

They appear right away. But sometimes it can be a little slow.

Referrals appear on your account as soon as the person that you referred has signed up. Once they have completed an offer, there will be a green check mark added to the "completed offer" box letting you know that they have received credit for their completion.

Yeah that's happened to me on several different sites. And I don't think they'll help you fix up the referral. I just had to suck it up and move on and get another ref.

Is this still the case? I had a referral sign up tonight (who doesn't show up on my referral list), who hasn't completed an offer yet. Can her signup be moved to my account?

They can't be moved, but as long as they have not actively pursued (completed offers/obtained referrals on) the account, they may re-register, this time using your link, without issue.

As long as they have not actively pursued (completed offers/obtained referrals on) the account, they may re-register without issue.

What about if they thought that they were registered under the person they were supposed to have signed up for and so they went green. But somehow they arn't under that person?

If they've already completed their offer requirements, then they would not be allowed to re-register as they would be pursuing multiple [actively pursued] accounts.
