I was scammed

So I did an offer on gottabevip and I was supposed to receive a packed with info, for which I paid. The packet never arrived. checked my crdit card and I was charged as it said I would. That's fine. BUt since there was no packet I celled to cancel this offer as I as not even able to try it since I nver got the info promised. SO I cancelled, I got th cancellation number. I checked my credit card and they charged my card after I cancelled. They charged me $59.95.
I can't call them today because their phone is busy all the time. Maybe ob Mnday I will be able to call. How do you guys deal with such situations. I googled this company and everyine is saying that this company is a scam. I am not sure what I can do about it.
Can someone help me?

What company was it?
It could possibly be a problem company.
Also does it say anywhere in the TOS if you cancel, they bill you $59.95, because that's always a possibility.
