Not always (and your tone is kind of rude).
I usually ask the person. You can also check on PayPal. Also, when you go to process the payment, it will tell you.

That was a rude way to behave. Not everyone has the logo even if able, and most don't. Like me. Yes ask first, and if it is part of your requirments, and they ignore or say they are, just prior to clicking the final pay button in the paypal send money area, it will say what type of account the person has. If they did not tell you the truth, don't click "pay." And try to work it out with the person the best you can.
