How do you open a paypal claim?

Go into your transaction history, find the name of the person, and click on "Details". Near the bottom is a link to go to the resolution center, where you should be able to open a claim.

okay thanks......any chance you know what happens when a claim is denied? is there anything else I can do to try to get my money back?

If you don't get your money back, I'm not sure what else you can do in order to get it back. You may be out of luck at that point.

If your claim is denied and you paid via a credit card then you may be able to get your credit card company to get your money back.

no, I paid someone for going green for me but they turned out to be a scammer....he signed up 3 times under different emails so he was placed on hold and I was just trying to get my money back because he does not want to give it back x .

Paypal disputes are tough. If the person you paid is not verified, you won't get it back from paypal. If he is verified, there is a chance, but it takes time. I have one opened right now, no response yet. You file, then have to wait 20 days for the person to respond. If they don't, then you can escalate it and have paypal go to bat for you. But like I said, if the person is not verified, it's not going to happen. This is why you should never pay unless they are verified!

In the browser after Paypal.com add this

/verified/pal=insert their email address

Also when you go to pay them it says verified or not next to their email o the second page. If unverified you can cancel the payment from that point.
