Is it ok to inform newbies, if they plan on cancellling the offer they should wait till after they try the product, and not cancel after they recieve payment for going green. Which we all know could cause them to go RED.

No. Speaking in the affirmative of canceling offers, even if prefaced like that, is a no-no. It's up to a ref, and them alone, to make their own decisions.
