This is found in the trading module. Over 1.5 years ago webcerts were prepaid virtual cards found online. It was easy to get one and it was kinda like the paypal virtual cards, except you could get various amounts by paying a small fee. They were abused and now they can only be sold in bulk to businesses. Webcertificate.com is the site.
