I know this is going to sound really dumb, but how does the whole paypal thing work? I use it all the time on ebay, but how does it work here?

If someone here is paying money for a green on a site, they will need to know your paypay address and they will go to the send money section of paypal.com and insert your paypal address and the amount to send you. This happens either before or after you go green.

PayPal is a service using which you can send / recieve money electronically. You can open a PayPal account for free.
If someone wants to pay you via PayPal, let him know email ID you used to join PayPal. You can then use the money to shop online, send to other people etc.

or by cc?
and what is a backcharge payement? they say they only charge it when your bank refuses payment, is that true?

Yes, you can setup PayPal to do an Instant Transfer from your bank account or Credit Card. When you send a payment, there should be an option to choose the funding source.
