I have a PM that has been sitting in my outbox for 30 minutes. How do I get it to send?

A message is in your outbox because the person that you sent it to has not read it yet. When a message goes from your outbox to your sent box, then you know that the person has read your PM. This is a way to know if your pm's are being ignored or not.
