Can I specifically ask that people not do credit card offers when they go to my site as referrals? Can I put a time limit on how long I will wait for a person to go green (say seven days, effectively eliminating credit card offers) before I cancel the trade? If I didn't specify no credit cards and someone does one and I get all my referrals before they go green am I allowed to cancel the trade?

You should have specified it. If the person goes through as greened, you are obligated to pay him/do his site regardless of whether or not his green was part of your payout.
