Ok I don't understand one thing about all of this. In oder to complete an offer for someone and hence get paid for it. does that mean I go and sign up for one of the sponsored services and that's it, or do I have to sign up for one of the services, then refer however many people it asks for? I don't want to do this wrong so I'm hoping someone can help me out here.

If your just doing it as a trade (referral), then you should just complete the offer, and then your done. But if you want to pursue the site yourself, then you find referrals.

Please note that users with less than 4 trade record points (TR points) will not receive credit for trades with users who also have fewer than 4 TR points.
