No, he's referring to the fact that some sites don't allow signups from AOL accounts. AOL uses proxies and changes your IP for like every page hit, which makes fraud tracking harder. Most recent anti-fraud scripts can now recognize and handle AOL as I understand it, but some sites still don't want to bother with it.

Our network allows AOL users. We may require users who log AOL IP addresses to verify their identity, but merely logging an AOL IP is not cause for a permanent hold with us.
