I'm confused, I am a member of sites like "Inbox dollars" and have completed a few of these type offers in the past at that site. Does that diqualify me from completeing these offers?
Do these sites have restrictions on how often an email address can register?

Correct, you cannot do the same offer twice, on any other site.
