is there a way to make unlimited money off of a refferal site?
like i make $800
and sign up again and do the offers with a new card
and keep repeating the qualifying offers
also, will i run out of people on this forum after a while?

Well, since you are planning on doing offers over and over (fraud), you won't get too far.

DONT DO THAT.
Some DIY like Nuitech allow you to do it after 6 months but i am NOT sure so try at your own risk
If you do it again and again, its fraud, you will go on hold and you might be banned from here
u can make a max amount of money because one person should NOT do an offer more than once. that is considered fraud. you can, though, use money gained from finishing one site to do another, but have to do different offers. finite amount of offers = finite amount of profit. i hope that helps
