Site to find referrals

Hi,

I was thinking about making a site to get referrals..

What is the difference between a blog and a portal like a4f ?

And is there any template or any other service, through which site for getting referral can be made ?

it was a great way to use gate.com
i think that you can just make a site using html.
a blog would be something that you would update but usually would be in the form of a running commentary
regular old web page would just be...well...like any other web page and may be the better format.
havent used portals myself
