Want new headlights for my car, need advice!

Alright, so my headlights on my '03 Subaru Legacy are pretty dull and I want some more brighter ones for both my headlights and maybe my fog lights if possible but I'm not sure what I should get. I want halogen bulbs if possible but I'm confused. I tried googling for some answers but it's all just shops. Can I just get a pack of halogen bulbs and screw them in or do I have to get a Xenon HID kit and actually install ballasts and all that? Keep in mind, my Subaru does not have halogen lights right now... Help please? ) +KMA to any help at all.

There are brighter bulbs out there that you can just screw in. Actually, I think they are just whiter than a normal yellow light, but do actually help in night time seeing. But if you want to do it big, you can get the HID kits which are a lot harder to install and come at a steeper price.

Yeah, the ones on eBay around $150 and I'm not sure I would be able to install them. It looks like they are illegal to have on the road too so I doubt I could get any mechanic to do it since I don't know many of them.

Well, I read on a website that the HID conversion kits were illegal if your car did not have them factory installed. Meaning, if your car didn't have them when you bought it brand new at the dealership, it was illegal to install them for road use. I figured out that I do have halogen bulbs in my car right now so I suppose I will just go with that. ) Anybody have any suggestions for the bulbs? Any good brands? TIA.

What bulbs do you need, do you know?

When I changed bulbs I went with Sylvania SilverStar and they were pretty bright.

I was thinking about both those brands actually. I think I need the H3 in PIAA? Does that make sense? And then in the SilverStar it said the 9007 would work for mine. Are the SilverStar really bright white? I'm not looking for blue tint or anything.

Just to be sure, you do know for sure, that H3 is what you need? Also, do you know how to get to your light bulbs?

Actually, I looked in my manual and it says that I need bulb number 9007 and yeah I know how to install them. )

Some of the cheaper ones are already opened so I'll probably buy the $75 shipped ones.
