Okay I'm wondering,
Say you pay someone to do referrals for you. But then the referrals turn out later to be bad.
What can you do in this situation? Is it possible to do a chargeback? Or somehow claim the money back? Has anyone successfully gotten their money back from a bad referral?

Well, if the person who did the referral for you is a verified PayPal user, (meaning they have their PayPal account linked with their bank account), then you can file a claim with them. I've heard of it working for some people but for most it doesn't work since a referral isn't a physical item. However, if you file a claim on someone, it usually puts their account on hold so you could use that as a weapon to bring joy to you or to strike fear in them.
another way to save yourself is to actually give the person something physical with the trade.
so, send them a letter but this physical thing needs to be mentioned when you do the trade and payment

Wouldn't the letter thing only work if you were the one recieving the letter? I don't see how if I was buying a referral, and then sending that person a letter would protect me cause I don't have anything physical to complain about...
I could see it working if I asked the seller of the refs to send me something, but then again I don't see anyone wanting to do that unless they had complete trust???

You licouldli just claim you bought a TV From them, And then THEY [The scammer] Would be FORCED to provide paypal a tracking number of something THEY Sold to you for the money. This WILL Work just about 100% if you have the right item for the amount. 30$ Ref you can say you bought speakers from the scammer, and the scammer HAS to provide a tracking number for the item or you get your money back. Someone did this to me when I sold virtual currency in an mmorpg. And paypal asked me for a tracking number When I sold them something non physical. So yea. There!
