PAYPAL SUCKS- need helps

Today I got 250$ from 250.Free4me + 50$ from FreeTech4Free.
No fees included - thanks to Free4me and Paypal Masspay solution.
Then,I decide to send those money to my second account - which has my saving bank attached,to withdraw it.I got LIMITED x x

I went to to Resolution Center,took a look at steps to remove my limitation.
I completed all steps,even I had to upgrade my account to Business shock ,but the "Fax Step".

These transcations were about I got paid from doing sites.So I dont know WTH "proof of sufficient inventory" and "contact info of suppliers".
Contacted customer support,got this reply

What do i need to fax for that proof of sufficient inventory ?

You don't need to bump after less than 12 hours..

They must suspect you of money laundering or something, i.e. moving money through PayPal for bogus "sales".

All you can do is e-mail then and explain you don't have any inventory, and never did. Now some people try to protect themselves in the event they need to chargeback on a trade gone bad, and claim the payment is for "speakers" or other such bogus item (because IIRC PayPal doesn't chargeback on non-tangibles). Doing so is a violation of ToS and at your own risk. If you've done that you might be in trouble. However if you've not tried to make the transactions appear to be deceptive, then you should be able to explain the situation.
