It says in the Trading FAQ that one user in the trade must have a Trade Record of at least 4. If neither people in the trade have a TR of 4, do they get banned or something, or does the trade just not add to their TR?

Exactly.
You can trade with anyone you want, regardless of TR, but to receive TR points you have to trade with people who have a TR with 4 or more.
