It doesn't "need it" so to speak, but I'd make sure you're clear about that wherever you're selling it.

Without the USB Cable.. how would they be able to connect their iPod to their computer to transfer music/photos?

It doesn't need it to work, you can just use the USB/FireWire cable to charge it.
Please, make sure you are VERY CLEAR that the AC adapter is NOT included.

The AC adapter is not required for it to work or charge, you can charge the iPod by the USB and/or Firewire cable.

If you need to restore your iPod or you reformat it to work with a different platform, you need the adapter to reflash the iPod so it will work.
It will say so on the iPod screen that you will have to plug it in to the adapter to continue the process.
It's pretty important if it's not working properly and it has to be used frequently.

that is what i was thinking. Because the news iPOD don't come with an adapter. I remember when i had to reformat the 20gb iPOD, the screen came up where it had a picture of adapter. So the adapter is indeed important for the 20gb IPOD for reformatting it
