I think they're basically making it sound cheaper than it actually is. $9.95 per week sounds cheaper than $40 per month.

Well basically it says that to recieve credit you have to stay on for the month (meaning pay the monthly fee for that month)

By the month. So if you stay on for 2 weeks and then decide you don't want it, they'll chrarge you either there and then (when you cancel), or at the end of the month, $19.90.
