Seems to be an offer of doom, except its only like $9.95 /month, and no setup fee.
Also, StartLogic is only $30 for a year; will they still credit if I signed up for that?

You will. The requiremtnt for Startlogic is to sign up for a one-year hosting. But the real question is "when" will you get credit for it.
