It's an actual card. I may be wrong but I was under the impression that you can't just use your Paypal funds for offers, and you have to use an actuall card. Credit or Debit card. You can apply for the Paypal Debit Card which can be used to buy things online, at shops, withdraw money from an ATM etc.
As for the Paypal Virtual card I don't know. shrug

if you have a real cc added to tyour paypal account it will give you a mastercard number to use as a debit out of your paypal account... only problem is theres no security number....
