if a person has access to different IP's then they can pretty much sign up to any site that offers paypal multiple times, right? coz you can put in any address you want to, as long as it's valid... the only trick is different IP and email addresses... ?

uh, but the thing is, you need credit cards to do offers... unless you have multiple cards or something, this wont work.....

You can use the same credit card. The site can't check on what your credit card is. You just can't do the same offer with the same credit card.
And I don't think we're suppose to be asking about how to cheat free sites.....

yeah technically there are ways to do that but it is against all rules and is just not worth the risk of getting caught
they have tons of ways to catch people so one slip up and you could get banned

yeah even when you dont scam them they still ban you and put you on hold, wont reply to your e-mails and shit.........but im just bitter, so dont listen to me.
