So if my brother wants to sign up too from his computer in college, can he sign up under a different IP, email, and do a totally different offer while still using the same prepaid credit card as me? Or will they catch on to that?

If you use the same credit card as him, you WILL be put on hold. Is he living in a dorm? If so, he might have trouble as other people have probably already signed up from the same IP.

ya buy anothere prepaid from 7-11 or something and ya also watch on other people signin up on that IP

what about using a different CC with the same name but from different IP's???
For example I sign up with my visa from my home comp, but then I sign up again with my mastercard from my parents home comp??? The second time i sign up would not be as a ref of the first one, just a second account.

different name, different IP, different CC, diferent shipping info, = you should be fine, just dont use the same last name, unless you like the color red

but it's the same prepaid cc....that's what i'm saying....if everything else is different 'cept for the cc, is it okay or will i be seeing red?

Same last name should not give you red... You are allowed to sign up family as long as they live in a different house with a unique IP.
Your biggest worry is signing up at a dorm... I have already had friends sign up at their dorms. twisted

Agreed, have him use a computer thats not on the schools network or any shared network. The CC should be fine as long as you aren't using it for the same offers.
