Who changes the status in Trade module?

Yes, I'm a newbie and don't quite understand everything. How does the status get changed from Yellow, Green, Paypal Sent...etc.? Is it each individual's responsibility or someone else'? Please help!

so you can only edit your part the receiver note's -- there you can chnge the status, and the other user his side.
