But apparently I can't get the money back since there isn't any left in the guys account but PayPal is "giving their best effort." Can I just kiss my money bye bye now or is there still an actual chance?
I think if he really wanted to, he could just close the account and that would be that.. Just cross your fingers he doesn't do that.

The crazy thing about it is that the person wont be able to receive any money while their account is restricted, or limited, or whatever they call it. I had the same problem through ebay a while back. The guy I had the dispute with actually came through, but at first he told me he was waiting on a payment from somebody else to pay me back with, but the only way to get funds into a restricted account is for the person to add them through a bank account.
yeah, paypal shouldn't tell them at all, and when they're expecting some money in their account, ZAP, it goes to me ;)

Yea I agree, the only trouble is that if the person who files a complaint does so illigitamatly (sp?) and for some reason the other party doesnt respond, well then you can see the issue with that...but what are the odds of that?
