You are always free to offer whatever you want, but I will tell you that you will not likely find anyone who will agree to be paid on approval when you have a TR of 0. You will have a hard enough time finding people to green for you if you pay on green - most traders will want to be paid up front by a TR0. And you should not trade with anyone else who is also under TR4 - you will not get credit for the trade, and it is riskier than trading with an established trader.
Your best bet may be to offer to trade site for site for a while and get your TR up. If you are interested in doing this, feel free to PM me and I'll see which sites I may be able to trade for.
