I've got $45 in my Neteller account I wish to transfer to my PayPal account. If I send you $45 Neteller, would you send me its equivalent (minus fee) to my PayPal account?

cant u withdraw from your neteller account?
also, i would suggest u do something like this with people u know. maybe a mod can help u do this but i would be weary of doing this with strangers online

Nope, I can't withdraw from my Neteller account as I don't have a bank account to associate it with.

Neteller is useless if ur located in the states. violtated some laws with gambling sites etc, so us gov shut em down.
