He's pointing out that you cannot bump for 24 hours. You just created a new post AND bumped it twice, all in the same day. Bump again before this time tomorrow and I'll have no choice but to temp-ban you.

You may edit your existing posts as often as you like. You just cannot bump them for 24 hours.
