It means don't start a new topic.

you cannot post a new thread in the trading section until 3 days after your last new thread
if you post a trading thread 1/1/2006 at 1pm, you cannot post a new thread until 1/4/2006 at 1pm

you cannot bump your own thread within 24 hours of the last post that you made within your trading thread.
if you post at 1pm 1/1/2006 to bump your thread you cannot post within that thread until 1/2/2006 at 1pm. some people say that posting to update people is ok, but it probably shouldnt be. just edit your first post or PM the person )
