Please read the rules.
Don't tell someone what they can and cannot pay or that they're paying too little.
If you are interested but are not preparedto do it for what they are offering, then PM him and try to work out a deal.
If you're not interested, then either don't post, or post but give them advice on why their price may be too low or that they should consider offering more and why.
