Hey since you have only $12 in your Paypal, I'd suggest signing up for people's sites for Paypal money. For example you could sign up under someone and do some relatively cheap offers and get paid $30 Paypal, then do it a few more times and then pay for the site you need =P I've PMed you with an offer.
