I think he means that bc his dad is moving soon he wants to get approved and shipped as quick as possible. Thus he wants someone to pay him to signup for the mentioned sites and once he is signed up he will update the post saying he has signed up for one of the sites and needs his own referrals at this point. So basically Im assuming no he just wants you to pay him to signup for one of the sites and once hes signed up hes trying to pay people to sign up under him.
