That happens if you 1.) don't live in the United States, 2.) are trying to use a proxy server address for anonymity, or 3.) a combination of 1 and 2.

You usually have to to live inside the United States to accept these offers. I read of the TOS on the site, and there's nothing there that explicitly says that you have to be a resident of the United States to participate in the program. However, I'm not sure what larger site it's part of. I'm thinking OfferCentric since it has a similar setup as the other OC sites. If I'm correct, you have to be a resident of the US or Canada to participate in the program as stated on the main OC site.

There are free sites out there geared toward UK users, though. I'm not well-versed on them, but I know there's a Free iPods UK out there (though, many iPods sites allow international users), and I'm sure there are more.
