Sign up question

I just had a question about one of my friends signing up for mp3player4free.

Here's his deal

he made an account for the site over the summer, but never completed any offers.

he decided he wanted to do it again now and made another account, but with a different email address, different IP (diff comp) and different password. He also completed an offer this time.

Since OC doesnt require you give your name or address when you sign up, im assuming hes okay, because the only thing OC has on him is his first email address and his first IP, which both have changed on the second sign up.

Am i wrong? is he in trouble?
