since when was this the case? its only changed recently, im refering too the living outside USA part anyone know?
(a). A user must be currently living and be joining from within the United
States or Canada.

I've not been doing this for all that long, but that's been the OC policy for as long as I've seen it. It hasn't changed very recently, at least...

Yeah its always been like that. Why does it matter anyway? Are you refering to people in Japan or something?

no i work for a large IT company and check my accounts when i visit
and when i joined it wasnt like this
it used to be must be a us resident, not must be a us resident and living and joining.

The living part is just common sense, but the joining part makes no sense to me. roll
