I mean, it's not unethical to tell people about the offer, but i hear negatives things in regards to people using ebay to get referrals. is there any way that is fair, or ok?

No.
You violate eBay TOS when you spam it with your link. People like you are responsible for lowering the signal to noise ratio on the Internet. People go to eBay to buy stuff, not to sign up for pyramid schemes for people who can't even find a few friends to sign up under them.
If you want paid advertising... pay for it. Banner ads can be cheap. You can even get OPT IN mailings for pretty cheap. Check the advertiser out before you lay down $$. Make sure that 'Opt-in' is more than just lip service.

Ebay does not like it when you contact other ebay members about selling products OUTSIDE of their service, it is agains their terms of service.
Nor can you put your link into your ad, eBay will most likely flag it and warn you if you're a first time offender (like i was, haha) if they catch you doing it multiple times, they suspend your account.
Also it's hard to get past their 'automatic flagging' which will not let you post an auction if it senses too many 'illegal' words (i.e. free).
but adenosine said it nicer than i ever could mrgreen
