I have a question about swapping referrals. Me and my roomate want to try to be eachothers referrals, but I guess the question is, can you get a referral by just completing an offer thru someone elses link. or do you have to be a completely new member of the site?

You must be a new member. Also, it is 1 account per household so even if you use your home address you and your roommate will likely be flagged due to your IPs.

then why does everyone say they are trading referrals? So, then could I just create a new account and then be a referral of for him if I need to do so?

You will have a hard time trading referrals if you both live the the same house. You can sign up for MP3Players for free, and your roommate can sign up for freeipods. Either you or your roommate will have to sign up at another location, and complete the offers on both sites from there. Parents house?
If you both sign up from your house using your computers you will be flagged on both sites.
