you may be on hold indefinitely, but if you e-mail them and they accept your excuse, they may let you replace the refs that are disqualified.

My account got put on hold and lost one of my referrals after I tried to get approval. Apparently Gratis though one of the referrals was from me using a separate account but it was actually from my brother who lives in a different city than I. I explained the situation to Gratis in a polite and coherent email and they took my account off hold a week later.
