I'm sure this has been answered before, but is it true that once you complete an offer (say, Blockbuster or Complete Home), your referrals cannot do the same offer? That doesn't seem logical, but is that correct?

No that is not correct you and your referrals can do any offer that is available.

you can do any offer for anysite and your referrals can do any offer as well
