My theory
Procrastinators got their final referrals in the final weeks before May 30. This caused a surge in the amount of free products earned at Gratis sites. Concurrently, the referrals have not had time to earn referrals themselves. So, Gratis does not have the money in place to buy products for all of the completed accounts.
I suspect that Gratis will ship when they earn enough money from our referrals' referrals to cover the costs.

Well, it's obvious the "procrastinators", as you put it, finishing before the deadline has increased the load on those who approve accounts, causing a slowdown. However, I don't know if it's necessarily a cashflow issue. That could very well be another cause.

Which would factor into the cashflow issue. Again, we don't know enough to say that's more of a cause than the peak in completions.

How about the fact that they probably don't have a ton of people assigned to checking out approval forms.
They don't make promises on how fast forms will get approved. I wouldn't hire 100 people to perform this task if I were them. I'd have a couple of people doing it and figure if it takes forever to get to someone's form big deal. I'd be in it to make money not employ half of DC.

But that doesn't explain the change in on the nanos site. They obviously wanted to increase the interest in the nano site, because people getting 5 refs on the ipod site most likely picked the 30gb ipod instead of the 4gb nano.
I think the overall delay is due to several things, one of which is the change from online approval to mail-in paper approvals.
also, they have put forth many procedural changes - that would slow things down tremendously.
i am on my 10th week for psps. not as long as some...
