my bro lives in a frathouse at school. he just did an offer for me and asked me if he got people in his frathouse to do offers, if he would be put on hold? different IP's, different credit cards, different names, different e-mails, same address. what do you think?

just have them use their home addresses then all the info will be different.

Hmmm, depending on the college, they could all have their own connection for each room or port. However, I know here the frats/sororities tend to purchase one ADSL line and set up a [crappy] LAN, but that wouldn't give them different "external" IPs, just internal (I think that's right).
For the original post, tell them to use home addresses as others suggested.

make sure the billing adress of his friends cc's isn't the frat house, if more than one of the cc's has the same billing adress, he'll be holded
