Try "PodUtil" i'm pretty sure that software works with Windows 98. P.S If you don't know where to find it google it.

Is this what you were looking for? iPOD USB driver for Windows 98

Unfortunately, you cannot use Windows 98 with Apple iTunes software. But you can use one of independent software for uploading your music to iPod

li RealPlayer v. 10.5 and newer. Free version is OK.
li Winamp with iPod Plugin
li EphPod
li vPod (old versions)

Just so you know, you're going to find more and more places are no longer supporting windows 98. It might be wise to try and do what l0th suggested, or if you're a student in college, see if your college has deals for purchasing Windows XP. I know at Purdue, you can get a full copy of XP Pro for $9 (it used to be $5 but they upped the price).

Good luck!

The University has a sweet deal with MS. Students, faculty and staff are eligible for the price but you can only buy one copy. There is other software that is offered cheaply as well.

We also have access to McAfee anti virus for free. D
