I am having a lot of people sign up to my FFS referral, but no one will complete an offer. Anyone have any suggestions to help spread the word and get people to sign up, without resorting to massing and annoying spamming?

Easy way my friend gets refferals is he offers MMROP Money for signups.
He pays like 350,000gold per person who signs up and completes an offer. He pays this on a Free Ultima Online Shard so its not like he looses anything, plus he gets real FREE IRL shit.
kinda makes me wanna play UO again =)
