I just came back from my meeting and this is the information that was conveyed to me
Those of you who have already been approved for the PS3 will not need to garner additional referrals. Your orders are still in the system and will remain there until the units become available at which time you will be able to place orders without the need for four additional referrals.

actually, it is technically $599.... and i am pretty sure that the freebie sites have gotten away with not sending W-9 forms out when an item is below $600, even if it is $599.99
i could be way off, though, but i remember hearing that somewhere. not saying that the 60gb versions must be send out or anything, because i will be quite happy with a 20gb system... but i am a bit curious on the $599/$600 distinction and where the line is drawn between sending tax forms and not sending them.

when mac minis first came out freepay sent the 600$ version and there was no w9. Also the cybershot m1 was 600$ when i ordered from freepay and there was no w9 there either.

Regardless of whether Freepay sends you a W9 or 1099, the tax burden is on you, the recipient of the gift/prize, to claim it. Maintaining proper tax records like a W9 will make Freepay's life easier should they claim deductions for what they ship (which I'm sure they do, as it is a legit business expense for them) and wind up being audited. As those gift amounts exceed a certain threshold, the IRS will expect to see documentation of who received those gifts.
But you as a taxpayer are legally responsible for claiming and paying taxes on your gifts once they exceed that threshold, regardless of whether you signed a W9 or received a 1099. The W9 doesn't even go to the IRS -- it's just for the company's records so they know who to send the 1099 to at tax time.
Not saying it will likely happen, but should Freepay (or whoever) one day be audited and the IRS demand their shipping logs, they could conceivably use that to go after the customers who received a high amount of gift value but never claimed it.

what about those that completed the 8, and sent out the approval form, but did not get the approved message yet? I finished mines two weeks ago, but did not get approved yet. can we get some time extention at least? i'm in the middle of my finals week, and by the time I'm done, I will have about a week to get 4 referrals, which is nearly impossible.

I am in the same boat. I completed my referals and sent in my form on April 28th. No word from freepay yet.
Please Jake, tell us that since we completed our end of the deal before the deal changed, the deal is still valid!

My PS3 timeline
-Signed up first day it came out and had all of my eight refs within 1-2 months
-Got approved with old system
-Found out that I was "backordered/glitched"
-Implemented new TOS
-DQ'ed one of my referrals
-Traded for a ps3 ref -trade went bad and I lost contact with elitex but I didn't lose anything
-Had a friend try an offer.... no credit
-Had another friend try an offer- finally credited
-Sent in approval form
-a few days later it says I need 4 more referrals.

take a screen shot of all of the emails that are green for you
keep the confirmation order email (u should keep every email from trials and confirmations anyway...)
