I just submitted for approval on xbox 360 and it said something about Freepay making sure your referrals and your referral's referrals are legit. Am I remembering right? If so, what does the status of your referral's referral have to do with you? WTF? I hope I am wrong about this.

Exactly. If they were frauding, that makes them illegible on your list of referrals.

Why should that matter as long as they completed the offer for my referral legitimately?
They check each refferal to make sure that THEY are not frauding Freepay (making multiple accounts and so on). They also check if they completed the offer correctly. If you, and your referrals, are doing everything correctly and legit, you have no reason to worry.
