Is there any way to see if i signed up for any sites in the past two years or so or am i allowed to sign up again if i never before completed offers. I might have signed up like 1 yr ago but never did offer and havent touched account since

You would probably be safe with Gratis if you never touched your old account again. I would also contact them and infrom them of your situation.
