I have a freeflatscreens account that has 3 green and 1 red. I wanted to find out before trying to complete it if It will go through approval with the red there.

Yup, as long as you are not on hold yourself and get an extra green to cover it (which you prolly already knew)

ok. Thing is that I signed up for the account a long time ago and my mom also signed up. That was before I knew about the whole IP thing and of course, it was done on the same computer even though I didn't live there. Will I be placed on hold even though I'm not now?
