Yes, it's down. Since it's written in .net,url==http://=http:///url maybe the cause is this

Well if they are fixing an exploit they should put up a page telling us so. Although that would scare people off, who would not care if it was a MS problem.

How would you feel about entering your personal info into a page that was open to a security compromising attack? What if you didn't understand computer security and were a bit paranoid about entering your information to websites anyway?
