everyone here seems pretty informed, so I thought I'd try asking you folks first

I live on campus and I only have 3 shared folder choices for iTunes...is there a way to get more folders?

Rendevous can only work amonst other computers on the same network subnet. Your campus may, as mine does, segment portions of th campus into little "mini-nets". What you are seeing are the shared folders available on your "mini-net". Unfortunately, your only solution for getting more shared folders is to either convince your nearby (physically) friends to let iTunes run so you can share music, or move to another segment of your University's network (such as a building across campus). Keep in mind that subnets containing on-campus dorms are likely your best bet.

Is there any way that you can download the shared songs to your hard drive instead of just streaming them through iTunes?

Not that I know of. There have been programs off and on that are capable of this, but they are broken with each new release of iTunes.

If you have a Mac there's a program called Audio Hijacker. It allows you to record any streaming sound to your computer. Just google it. I've used it to save Real Audio feeds.

Ah thanks once my new hard drive is installed in my notebook I'll look into any new programs that may work.
